With reference to your letter No.14113/1910 of the 24th ultimo relative to the proposal that a notice calling attention to the rights of seamen in British ships should be exhibited at the Shipping Offices in Hong Kong and Singapore, I an directed by the Board of Trade to transmit herewith a copy of a letter from the Home Office on the matter together with a copy of the draft notice in accord- ance with the suggestions of that Department,
The Board would be glad if the Earl of Crewe will be so good as to suggest to the Colonial Governments in question the adoption of the course of action proposed.
